A new bill is floating around Maryland which may have a significant impact of annual Potomac River events. Bill S127 proposed by Maryland contains the following language.
    · It would require that any large organized group (boating) get a permit first to be sure there would be the needed emergency responders available as well as other crowd control similar to any event held on land.
    · The words “intentional gather” is the key element and the bill is not established to become a harassment tool for the DNR, but only a means to control extreme events.
    · Important notes to consider. A permit would require fees and demonstration of “security” and “emergency” services by the event sponsor.
